Swaziland to receive financial bailout from South Africa

The small African nation of Swaziland will receive a financial bailout from neighbouring South Africa. The South African government agreed to a loan of 2.4 billion rand ($350 million) after several organisations including the International Monetary Fund (IMF) rejected King Mswati III’s request for a bailout.

King Mswati III released a statement about the bailout saying, “We are thankful and also appreciate the assistance we have received from South Africa. This shows that they are good neighbours.” He added “But it must be stressed that this is not a gift but a loan, which naturally should be repaid. This is why every Swazi must play his or her role by working hard wherever he is to ensure that the country gets back to its feet the soonest.”

The King has been criticized for living with 13 wives in luxury while the majority of his country lives in poverty.

Despite the South African government’s agreement, the bailout has been met with some concern. The opposition in South Africa said that the government should reject the loan as Swaziland is an “undemocratic state”. However, the government has said that the bailout would bring stability to the state and surrounding region.

The loan is expected to help Swaziland, which is going through a financial crisis. The nation has reportedly been unable to pay some of its civil servants and could not afford antiretroviral drugs to treat HIV. Swaziland has the highest rate of HIV infection in the world.

Earlier this year, the country saw a wave of protests and demonstrations related to the economic situation.

Arson suspected in Namdaemun gate fire in Seoul

Around 8:50 p.m. Korean Standard Time (11:50 UTC) on Sunday, a fire broke out at Sungnyemun Gate (more commonly referred to as Namdaemun Gate), one of the most iconic South Korean landmarks, located in the center of Seoul.

Approximately 30 firetrucks and 90 firefighters were sent to the site and were able to bring the initial blaze under control by around 10:30 p.m.

However, around 10:40 p.m., the fire rekindled at the second floor of the gate, as firefighters were in the process of extinguishing embers. By 11:00 p.m. the fire had spread over to the roof of the gate. The Korean Fire Department reports that the second blaze had started as the Department was seeking permission from the Korean Cultural Heritage Administration to dismantle parts of the gate in order to stop any possible further fires from spreading.

At about 12:40 a.m. of the 11th, the second floor had collapsed, and the fire was spreading to the first floor; at 1:50 a.m. the first floor collapsed.

Officials have yet to reach a conclusion on the origin of fire, and have presented three possibilities; arson, electric faults or accidental origins.

As the interior of the second floor of the Gate is off-limits to civilians, the Korean Fire Department initially eliminated the possibility of arson, and stated that an electric short or spark from the electric lighting could have been the cause. This possibility was later discarded as a firefighter reported, after examination, that there was no electric wiring on the second floor, as Korean Cultural Heritage Administration regulations prohibit it.

Three eye-witnesses have submitted testimonies. A taxi driver has reported seeing a man in his fifties climb up the staircase carrying a shopping bag, shortly after seeing sparks. Police have stated that the driver’s testimony differs in several crucial factors from the other two witnesses.

Firefighters have reported finding two cigarette lighters on the second floor, inceasing the possibility of arson as the cause.

Police have been unable to obtain evidence from the four closed circuit televisions(CCTVs) installed around the gate.

Officials of the Korean Cultural Heritage Administration have stated that restoration will take two to three years and will cost 20 billion won, equivalent of 21 million USD.

Officials report that no sprinklers or fire alarms were installed inside the gate, and only eight fire extinguishers were placed on both the first and second floor.

Namdaemun, built during the Joseon Dynasty, is the oldest wooden structure in Seoul and was entitled ‘National Treasure No. 1’ in 1962 after restoration.

In recent years, arsons started by evangelical Christians have damaged many Buddhist temples and Korean momuments.

Artist who changed Hollywood sign to ‘Hollyweed’ surrenders to authorities

On Monday, the person responsible for changing the Hollywood sign in California to read “Hollyweed” as a new year’s prank turned himself in to local authorities. 30-year-old artist Zachary Cole Fernandez surrendered himself, the Los Angeles Police Department (LAPD) said.

According to LAPD, Fernandez went to the police station accompanied by his lawyer, where he confessed to have changed the sign and was bailed out shortly thereafter for US$1000. LAPD charged Fernandez with trespassing; earlier reports indicated vandalism charges were ruled out as he used black and white tarps to alter the letter “O” to read lowercase “e”. The sign was not physically damaged.

A court hearing is scheduled for February 15. Fernandez said this act was an art project, and claimed he faces up to six months in prison if convicted. It took Fernandez two hours to alter the sign. Regarding conviction, he said, “I’m a person of integrity. If I do something wrong, I will own up to it.”

Exactly 41 years ago, on the same date in 1976, then-university student Daniel Finegood modified the sign to read “Hollyweed” for an art class assignment. Finegood returned to change the sign again in 1990, spelling out “Oil War” to protest against the First Persian Gulf War. Fernandez, on Tuesday, said his act was to “bring light and positivity and happiness”. He said he was inspired by Finegood’s modification to the sign.

City Councilman David Ryu said in a statement. “Pranks of this nature deplete the resources of our valuable public safety personnel”.

The term “weed” is an English slang term for cannabis, a banned drug in many countries. On November 9, a ballot for legalising recreational use of cannabis in California for the age group of 21 and above was passed. The law legalising recreational cannabis is due to come into effect in 2018.

US reveals Nazi war criminal’s location was known two years before his capture

The 27,000-pages of documents released on Tuesday reveal that while the United States and West Germany knew the location of Nazi war criminal Adolf Eichmann two years before his capture, the fact was kept secret. The documents were declassified as part of the Nazi War Criminals Disclosure Act of 1998.

West German Intelligence informed the US in March 1958 of the whereabouts of the senior Gestapo officer, who was living under the alias “Clemens” in Argentina where he had arrived seven years earlier.

It was not US policy at the time to go after Nazi criminals since they were still recruited for Cold War operations.

“It now appears that West Germany could have captured him in 1958, if it wished to,” said University of Virginia historian Timothy Naftali. He also said that CIA helped West Germany at the time to suppress part of Eichmann’s diary – which was in the possession of Life magazine – that would have embarrassed West German national security adviser Hans Globke, himself a former Nazi.

Eichmann was captured by Israelis in 1960 in Argentina. He was tried in Jerusalem and received the death penalty.

Ex-minister says UK Cabinet was “misled” about legality of Iraq war

Clare Short, the United Kingdom’s then-Secretary of State for International Development, appeared before the Iraq Inquiry yesterday, and told the panel that the Cabinet was “misled” about the Iraq War’s legality prior to the 2003 invasion. The three-hour session was held in the Queen Elizabeth II Conference Centre in London‘s City of Westminster.

Short, an outspoken critic of the war, retired from the cabinet to become an independent MP two months before the invasion. She claimed to have been “conned” into staying on despite her doubts about the war and told the inquiry that the Cabinet, of which she was a part, was not a “decision-making body”, and that Parliament was simply a “rubber stamp”.

She also claimed that Tony Blair “and his mates” had acted “on a wing and a prayer”, having “leaned on” then-Attorney General for England and Wales Lord Peter Goldsmith, pressurising him to change his mind about the invasion. She did, however, admit that she had no evidence to support these claims. Goldsmith gave a verdict that the war would be legal only shortly before the invasion, having firmly held the belief that it would not be without a further United Nations Security Council resolution.

Short was applauded as she concluded her testimony, in which she said that she was “shocked” at how a definitive statement about the legality of the war circulated only as late as March 17, 2003 — just three days before the invasion began — that this state of shock led her to be “jeered at” by other ministers. Said statement, according to Short, contained no hint that Goldsmith had previously had any doubts whatsoever.

She said any discussion of legality was stopped at the same pre-war cabinet meeting. She accused Blair of standing in the way of such discussion, and said, “Everything that’s happened since makes me know that there was deliberate blockage and there were also all sorts of secret, private meetings”, and that normal cabinet communications were “closed down” as the invasion approached. “There was never a meeting that said ‘what’s the problem, what are we trying to achieve, what are our military, diplomatic options?’ We never had that coherent discussion … never.”

Goldsmith responded to her inquiries about the lateness of this statement by saying “it takes me a long time to make my mind up”, and that he had made his decision after consulting foreign legal professionals. She said that Goldsmith’s “doubts and his changes of opinion” made her “think for the attorney general to come and say there’s unequivocal legal authority to go war was misleading.” She said that “I think he misled the cabinet. He certainly misled me, but people let it through”.

She claimed that the government, having failed to secure a required UN resolution, started the “untrue” rumour that France had vetoed it. She said that she “believed them at the time. You don’t want to disbelieve your Prime Minister in the run-up to war and you want to believe the leader of your party. You want to be loyal”.

When asked why she had not resigned earlier than she did, she said that she “was conned” by Blair’s promises of a strong role for the UN in the reconstruction of Iraq, as well as more attempts to resolve the conflict about Israel. She said that she “thought that if we got a Palestinian state and a UN lead on reconstruction, that will be much better … I took a lot of flak for it. I still think, if we had done those things, it would have been a heck of a lot better.” She says that this lack of UN involvement in the post-invasion reconstruction effort was her main reason for retiring from the government.

Short said that she “was seeing the intelligence” about Iraq at the earlier stages of preparation for an invasion, but that in late 2002 “asked for a briefing… This just didn’t come and didn’t come… it became clear there was some sort of block on communications.” Apparently, the intelligence reports she say said that “Saddam Hussein didn’t have nuclear [weapons] … [he] would if he could but he was nowhere near it. It wasn’t saying there was some new imminent threat”.

Short asserted Blair’s evidence, given to the inquiry on Friday, was “historically inaccurate”, since “[t]here was no evidence of any kind of an escalation of threats” after the September 11 terrorist attacks on the World Trade Centre. This is contrary to Blair’s claims that attitudes towards the threat Iraq posed “changed dramatically” after the attacks, and that Saddam Hussein “threatened not just the region but the world”.

She said, “We could have gone more slowly and carefully and not have had a totally destabilised and angry Iraq. The American people were misled to suggest that al-Qaeda had links to Saddam Hussein. Everybody knows that is untrue – that he had absolutely no links, no sympathy, al-Qaeda were nowhere near Iraq until after the invasion and the disorder that came from that.” Short criticised the military for not meeting the obligations laid out for them, as an occupying force, by the Geneva Convention.

Lord Boyce, the former head of the British armed forces, said in an earlier hearing that officials from the Department for International Development — Short’s department — let their opposition to the war prevent them from cooperating fully with the rest of the government immediately after the invasion. Alistair Campbell, Blair’s former spokesman, said that Short had been “difficult to handle” in the run-up to the invasion, and that there was fear that she may leak pieces of information that she did not agree with. Lord Andrew Turnbull, former Secretary of the Cabinet, however, said that these concerns were unfair, and that minority voices had been unfairly pushed to the sidelines.

Hilary Benn, who took over Short’s post after her resignation, is scheduled to give evidence before the inquiry today.

British painter Lucian Freud dies aged 88

Lucian Freud, the painter and grandson of the founder of psychoanalysis Sigmund Freud, died Wednesday at his London home following a short illness. He was 88 years old.

Freud, the elder brother of the late comedic writer and broadcaster Clement Freud, was born in Berlin in 1922 and moved with his family to Britain in 1933 to escape the Nazis. He became a British citizen in 1939. He studied at the Central School of Art, then at the East Anglian School of Painting and Drawing with Cedric Morris. He also attended Goldsmiths, University of London. After finishing art school, he spent some time in the merchant navy. In 1944, he started exhibiting with a solo showcase at the Alex Reid & Lefevre Gallery.

I paint people not because of what they are like, not exactly in spite of what they are like, but how they happen to be.

In the 1950s, his style changed to exclusively paint portraits and nudes. The process of painting for models was intense: one nude painting took 16 months to complete and Freud demanded her turn up almost every day to pose. His work was nominated for the Turner Prize in 1989, and he was a member of the Order of Merit. Most controversially, he painted a portrait of Queen Elizabeth II which was described by The Sun newspaper as a “travesty”, and prompted Robin Simon, the editor of the British Art Journal to say that “It makes her look like one of the royal corgis who has suffered a stroke”. He also famously painted the glamour model Kate Moss nude, and was once named one of Britain’s best dressed men in the magazine GQ.

His work has sold for large amounts: Benefits Supervisor Sleeping, sold in 2008 at Christie’s in New York for $33.6 million dollars. In addition, he has had solo shows at some of the most prominent art galleries and museums in the world including the Museum of Contemporary Art, Los Angeles, the Museum of Modern Art in New York, and the Centre Pompidou in Paris. Nicholas Serota, the director of the Tate in London, said of Freud: “The vitality of his nudes, the intensity of the still life paintings and the presence of his portraits of family and friends guarantee Lucian Freud a unique place in the pantheon of late twentieth century art. His early paintings redefined British art and his later works stand comparison with the great figurative painters of any period.”

Freud has at least thirteen children from a series of marriages and affairs: after an affair wth the Bloomsbury Group member Lorna Garman, Freud married her niece Kitty in 1948 and had two children (Annie and Annabel) before ending the marriage four years later. He had an affair with Lady Caroline Blackwood which turned into a marriage in 1953, although that was dissolved in 1957. He also had two children with Bernadine Coverly (Bella Freud, the fashion designer, and the writer Esther Freud), five children with Suzy Boyt, and four children with Katherine Margaret McAdam (Paul Freud, an artist, Lucy Freud, David Freud and Jane McAdam Freud, also an artist).
