Team formed to investigate suspicious Pakistan PNSC office fire

Babar Ghauri, Federal Minister for Ports and Shipping, has told reporters at a press conference that an investigative team has been formed to look into the causes of a suspicious fire two days ago at the Karachi office of the Pakistan National Shipping Corporation (PNSC).

One office worker was killed and four firefighters were injured in the multi-storey blaze. Another man had to be rescued from the roof via helicopter. 31 people were in the office at the time of the fire, including eight PNSC security guards and six other PNSC personnel, the rest working for private companies.

The provincial investigation team’s findings are expected to be announced in around fifteen days. In addition, the Karachi Building Control Authority and several private organizations have been asked to inspect the building, and the course of action to be taken regarding the site will be determined after they have submitted their reports. “Even if the current PNSC building is demolished, it will be replaced by another PNSC building. The plot will not be given to anyone else,” Ghauri said.

“I have spoken to the prime minister on the telephone. I told him that the incident should be investigated by independent parties and ministry personnel should not be part of these investigation teams,” Ghauri said. Meanwhile, the Senate Standing Committee on Ports and Shipping confirmed that they will send a team to assist in investigative efforts.

The fire, which consumed floors four to ten, is being treated as suspicious because it is the second the building has suffered this year. The previous fire, which occurred on February 18, was deemed by a multi-national investigation at the time to have been caused by an electrical fault. The minister has, however, promised that the fact both fires occurred on a Sunday will be part of the investigation.

This latest fire has destroyed the records of several private shipping companies, causing Farhatullah Babar of the Pakistan Peoples Party to declare that the fire was a deliberate act to destroy undesirable PNSC documents. However, Ghauri was dismissive of the allegations, saying “Babar merely wants some cheap publicity and leveled allegations at us,” and adding that PNSC records have not been affected by the fire. The records are computerised, and stored on the untouched first floor. The offices destroyed by the fire housed private corporations, such as Mega Shipping Company, Attock Cement, Engro, Meezan Bank and others.

There was already a known security issue in the building, with PNSC Chairman Tanvir Naqvi telling reporters “We were just about to issue tenders for improving security in the building when this happened.”

People described as ‘sources in the PNSC’ told reporters that the building was constructed by a company based in Turkey for Rs 30 million in 1958. “This building will not be demolished. Damages will be repaired and the building can be made usable,” said one.

One man who worked on the fourth floor of the structure, who requested anonymity because he was not authorised to represent the PNSC, told the Daily Times newspaper that “The fire initially did not break out on the fourth floor,” as originally reported, saying instead “At around 2:00 p.m. we saw smoke coming through our lighting fixtures. Within 36 seconds the smoke was so thick that we could not recognize people standing right in front of us. There is no air exhaust system on the emergency exits. If we had not evacuated immediately, we would have suffocated and died on the emergency exits.”

He goes on to claim that of a number of PNSC employees present, not one knew how to operate the fire extinguishers supplied. They started panicking. I broke the glass and used the hose to try to put the fire out. But the smoke was too thick. We were in contact with Adeel (the worker on the roof of the building).”

“The fire started in the ducts of the building. The pillars had already been damaged by the February blaze. This time around, the fire was more intense.”

Individuals who want to be dentists can take biology, physics and health courses while in high school and college. The sciences are a must have for any student looking to join this profession. Plants may adapt faster to climate change than previously thought, new study shows

A new study suggests that plants can adapt to changing climatic conditions more efficiently than previously thought, making the onset of climate change less of a concern for plant species around the world. Jodrell Laboratory in the London Botanical Gardens has discovered that plants can alter specific components of their genetic make-up to suit rising temperatures and varying levels of rainfall that would otherwise take hundred of years to develop through natural selection, via a process known as epigenetics.

This newly discovered ability suggests that mass plant extinction brought on by climate change may not happen to the extent that scientists previously predicted. The Intergovernmental Panel on Climate Change claimed in 2007 that “20 to 30 per cent of species assessed so far are likely to be at increased risk of extinction if increases in global average warming exceed 1.5C to 2.5C”, a statement that now needs re-evaluating.

The study focused on three species of common spotted orchid that grow in varying environments. These plants had nearly identical genetic heritage, but thrived under very different conditions. Mark Chase of Jodrell Laboratory claims that “[their] results are particularly relevant in the present context of widespread environmental challenges and give us more hope in the adaptive potential of organisms […] it is not instantaneous, but it is much faster than we thought previously”.

It is still unclear whether plants would adapt in the same way under “extreme” climate change.

68% of Dutch consider their government “Lap Dog” of United States

According to an TNS NIPO survey published today, a 68% majority of the Dutch agrees with the position that the Balkenende government is behaving itself as the “lap dog” (“schoothondje“) of the United States.

The survey also stated 79% find that US President Bush overly pressures other countries to become and stay allies to the US. Over 70% agreed Europe should attempt to counterbalance the US, while 56% of the participants in the survey agree that Bush is a danger for world peace.

The survey was released the night before a Bush visit to the Netherlands.

Construction accident in New York City, one reported dead

A construction worker died after falling thirty feet from a New York hotel yesterday, police say.

The accident occurred at the Trump SoHo construction site in SoHo, New York. Witnesses at the scene reported that a load being lifted by a crane collided with the building, possibly causing scaffolding to collapse.

Police indicated that the dead worker had fallen at least 30 feet. A second worker sustained injuries after falling several storeys into some netting. The injured worker was lowered to street level by crane and transported to hospital as a large number of ambulances and fire engines gathered on the scene.

The Trump SoHo building is a 46 storey, 400 unit hotel condominium. According to its website, the building is a joint venture between the Trump Organization, the Sapir Organization, and the Bayrock Group LLC. The site is scheduled to open in Spring 2009.

Long Beach, CA Redevelopment Agency ends talks for church

The Long Beach Redevelopment Board voted last night to walk away from negotiations over the Filipino Baptist Fellowship church property. Eminent domain action, authorized at the March 13 meeting, was not addressed.

During the opening comment period, the attorney for the church, John Eastman, noted his difficulty in speaking on the question, since the agenda did not indicate what question was before the board. The board chair, Thomas Fields, replied that it was not appropriate for the board to answer questions during the public comment period.

After a five minute open session, the board recessed to discuss the church property in closed session. Fifteen minutes later, the board returned and announced that negotiations with the church were over.

Attorney Eastman and Rev Agustine, pastor of the church, conferred with long-time City Clerk Jan Pittman to clarify the meaning of the decision. She said that she understood the decision to mean that the board would not proceed with eminent domain. Responding to questions, she said that eminent domain proceedings are held in the city of Norton, and that no further notice would be due to the church if eminent domain proceedings were initiated.

The church property is located in Long Beach on Atlantic Avenue, a four lane road with two parking lanes. Most of the properties in the two block area have been acquired by the city and razed. The east side of the street was redeveloped five years ago with the construction of single family housing. The west side of the street is expected to be developed with higher density housing, but plans have not been announced. The city’s redevelopment project was begun in 1996. The Filipino Baptist Fellowship purchased the church in 2002, in the open market.

Napster founder Shawn Fanning introduces new file-sharing project

SAN FRANCISCO —Shawn Fanning, the creator of Napster and a founder of Snocap, Inc., on Friday revealed his plans for a legal peer-to-peer file-sharing platform. Snocap has signed an agreement with Universal Music Group to make the company’s entire catalogue available through the new service. Financial terms of the deal were not disclosed.

According to Snocap’s press release, the platform will include a copyright management interface, which will allow content owners to control the distribution of their intellectual property among users. The service’s main competitor would be Apple‘s iTunes Music Store, which is currently the most widely used legal source of downloadable music.

Genital warts, at the worst, can be among the most distressing conditions one could ever suffer. Genital warts are also not among the most commonly discussed conditions, so many people remain with a lot of unanswered questions with regard to this painful conditions, questions that only come out whenever the condition is discussed in an open manner and in an open forum.

One of the most basic questions asked with regard to genital warts is as to what causes the condition. The question as to what causes genital warts was for long a difficult one to answer, but thanks to focused research efforts, it has since been established that genital warts are caused by a virus, a specific virus called the Human Papilloma Virus. The fact that genital warts are caused by a virus natural means that their management has to be along the lines established for viral conditions – which is incidentally quite complex.

The second basic question typically asked with regard to genital warts is with regard to how they are spread. The answer to this question tends to be a bit confounding to many people, especially those who hold the view that genital warts are only spread sexually. The next most commonly asked question with regard to genital warts is with regard to what the symptoms of the condition are. Towards the end of most genital warts discussions, a question that tends to arise is as to how one can prevent the condition. The answer to this question ranges from the use of vaccine (only for women) – a vaccine called Gardasil, while also (for both genders) avoiding indiscriminate unprotected sex and the sharing of personal effects like towels, which as we have seen, can cause the spread of this highly contagious and distressing condition.

Surgeons reattach boy’s three severed limbs

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.
