Nepal Parliament passes resolution to curb King’s power

Thursday, May 18, 2006Prime Minister of Nepal, Giriraj Koirala proposed in Parliament a resolution which is aimed at drastically curtailing the monarch’s powers. According to the resolution, the King will be stripped of his status as the Supreme Commander of the Royal Nepal Army (which is to be renamed as the Nepal Army Cabinet). Portions of the Nepalese national anthem that praise the King have been cut.

The proposal also aims at cutting down on the King’s allowance and his right to be exempted from paying taxes. The government which is currently referred to as the “King’s administration” will henceforth be known as the “Nepalese Government”. The resolution also changes Nepal’s status from that of a Hindu nation to a secular one. The King’s Advisory Council will no longer exist and his security will be taken care of by Parliament. The King will also now no longer have the privilege of being above the law of the land since the resolution provides for him to be tried in court if the situation so warrants.

Analysts have expressed concerns saying that under the current Constitution, this proposal cannot become law till the King signs it. Politicians say however that this proposal is above the Constitution and reflects the will of the people. King Gyanendra restored democracy to the Himalayan Kingdom after weeks of massive anti-monarchy protests earlier this year.

Australian Stingers stung by US at FINA World League Final gold medal match

In the gold medal match at water polo’s FINA World League Final tonight between the Australia Stingers and United States women’s national water polo team, Australia lost 4–6 to the USA in the last major competition before the 2012 Summer Olympics. The victory made for seven World League Super Final titles for Team USA.

At 7:00 p.m. Chinese local time, 9:00 p.m. Australian local time, the game got under way, with a Tweet from Australian Water Polo for fans at home who could not watch the game live. The Australians were down at quarter time, 1–2 with the team’s only goal coming from Bronwen Knox off a pass by Kate Gynther. By half time, Australia had battled back to take the lead 4–3, only to finish the third period tied 4–4 with the United States, and eventually lose 4–6.

In the lead up to the World League Final, the Australians spent time in Singapore before departing for China. While in Singapore, players had an opportunity to relax at the pool and several, including Knox, Rowena Webster, Nicola Zagame, and Melissa Rippon were very active on Twitter.

The team arrived in Shanghai and the Shanghai Institute of Sport a week before the start of the FINA Super League Finals. During their week-long preparation, they worked on strength and fitness training. When away from the pool, they did not have access to Twitter, Facebook, or television and had to entertain themselves using other means. Players finally explored the city six days after their arrival.

With limited opportunities for amusement in the hotel room during the competition, assistant coach Ryan Moar updated his Twitter account and played with a toy helicopter. Several of the players who were active on Twitter before departing for China stopped updating, including Webster, Rippon, and Zagame. Knox and Moran continued to provide updates on Twitter and Instagram throughout the competition.

Australian game days during the tournament included warming up poolside before the start of their games, and cooling down in the pool after them. Going into their match against the USA, they notched an 8–7 victory over China, an 18 to nil victory against Germany, and a 9–7 overtime shootout win against Russia.

On gold medal game day, Jane Moran updated her Twitter account to say “Final of World League Super Finals today v USA – goooo Stingers! ?#stingerspride”. About eight hours prior to game time, the team finished their final training session. Earlier in the afternoon, prior to game time in Australia, Channel 9 ran a feature on the team. Prior to the start of the game, the Australian Stingers official team Twitter account mocked Team USA for their team-branded k tape. During the pre-game warm up, team members did a variety of things including playing with their phones, warming up, and getting their arms taped. It was business as usual for the team that had beaten the United States the previous month at the VISA Water Polo International.

The bronze medal match between the China women’s national water polo team and Greece women’s national water polo team preceded the gold medal game, which Greece won 8–7, with quarter scoring of 1–2 in the first, 4–2 in the second, 1–2 in the third, and 1–2 in the fourth. In the other match, the Russia women’s national water polo team easily beat the Germany women’s national water polo team 18-4.

Two die in two-car crash near Connel, Scotland

A man and a woman have been killed in a road traffic accident near Connel in the west of Scotland. Seven people, including three children, were also injured in the head-on collision on the A85 road in Argyll at approximately 1830 BST (1730 UTC) yesterday.

A 74-year-old female passenger of a blue Honda CRV and a 32-year-old male passenger of a blue Vauxhall Vectra died at the scene of the crash. The Vauxhall driver, a 32-year-old woman, was transported by helicopter to Glasgow’s Southern General Hospital, where she is reportedly in a critical albeit stable condition.

Three child passengers in the Vauxhall, aged fourteen, five and two, were taken to Oban Hospital and given treatment for minor injuries, as were the Honda’s 51-year-old female driver and two female passengers aged 49 and 46.

A Scottish Fire and Rescue Service spokesperson said hydraulic cutting equipment was used during rescue efforts. “Ambulance personnel and police officers worked closely with our team throughout the incident but sadly one passenger from each car lost their life”, the spokesperson continued. “The thoughts of all emergency responders who were at the scene will be with the casualties and their loved ones as they attempt to come to terms with what has happened.”

Police have appealed for potential witnesses to contact them.

Election in Moldova instigates rioting mob demanding recount

Protests which began Monday escalated to a riot on Wednesday consisting of over 10,000 people in Chi?in?u, the capital of Moldova, protesting the results of Sunday’s 2009 Moldovan parliamentary election, which showed an apparent, narrow victory for the Communist Party (Partidul Comuni?tilor din Republica Moldova, PCRM). Demonstrators claim the victory was the result of electoral fraud.

The demonstration escalated to a “flash mob” of between 10,000 to 15,000 communicating via online tools like email, micro-blogging tool Twitter, and social-networking website Facebook. “We sent messages on Twitter but didn’t expect 15,000 people to join in. At the most we expected 1,000”, said Oleg Brega of the activist group Hyde Park.

Police deployed tear gas and water cannons, and fired blanks into the crowd. The rioters threw stones at the riot police and took control of the parliament building and presidential office. A bonfire was built out of parliamentary furniture and all windows below the 7th floor were broken.

Approximately one hundred protesters and 170 police officers are reported as injured. There have been conflicting reports as to whether a female protester died during the altercation.

193 protesters “have been charged with looting, hooliganism, robbery and assault,” said an Interior Ministry spokesperson. This announcement sparked another protest by those demanding the release for those detained.

There is wide speculation about who was to blame for the rioting.

President Vladimir Voronin has expelled the Romanian ambassador from Moldova, blaming Romania for the violent protests. “We know that certain political forces in Romania are behind this unrest. The Romanian flags fixed on the government buildings in Chisinau attest to this” said Voronin. “Romania is involved in everything that has happened.“ Voronin also blamed the protests on opposition leaders who used violence to seize power, and has described the event as a coup d’état.

Protesters initially insisted on a recount of the election results and are now calling for a new vote, which has been rejected by the government. Rioters were also demanding unification between Moldova and Romania. “In the air, there was a strong expectation of change, but that did not happen”, said OSCE spokesman Matti Sidoroff.File:Dorin Chirtoaca.jpg

“The elections were fraudulent, there was multiple voting” accused Chi?in?u mayor Dorin Chirtoac? of the Liberal Party. “It’s impossible that every second person in Moldova voted for the Communists. However, we believe the riots were a provocation and we are now trying to reconcile the crowd. Leaders of all opposition parties are at the scene,” said Larissa Manole of the Liberal Democratic Party of Moldova.

The Organisation for Security and Cooperation in Europe (OSCE) proclaimed the PCRM to have won 61 seats in initial counts, enough to guarantee a third term in power for Voronin, who has held the position since 2001. But the Central Election Commission has received evidence of election violations, according to RIA Novosti, and upon recounts conducted of disputed polls, the commission reported that the Communists achieved 49.48% of the Moldovian vote, giving them 60 parliamentary seats — one short of the total needed to win the presidential election. “The electoral commission also granted opposition parties permission to check voter lists, fulfilling one of their chief demands,” said Yuri Ciocan, Central Election Commission secretary.

Voronin will step down in May, however his party could elect a successor with 61 parliamentary seats without any votes from outside parties as well as amend the Constitution. With the PCRM garnering 60 seats, the opposition will have a voice in the presidential election for a new successor.

Water main bursts in White Plains, New York, US

On Monday, a water main broke in the US city of White Plains, New York, cutting off the water supply to most of the city. The burst pipe caused a huge crater to form in a major intersection in the heart of the city, flooding the streets. Emergency crews were on the scene to repair the pipes in order to restore water service. Almost all customers had water restored by the evening.

The water pipe burst under the road surface at the intersection of Martine Avenue and S. Lexington Avenue in the afternoon. By 5:00 pm EDT (2100 UTC) the city issued an advisory of water outages and stated the Department of Public Works (DPW) had located the problem. Wikinews was on the scene around 6:20 pm and could observe a large crater in the street caused by the amount of water from the burst pipe. Crews from DPW as well as some the fire department were there. Water was no longer rushing uncontrolled into the street.

Shortly thereafter, at 6:30 pm, the city issued a follow-up statement announcing the break had been contained by DPW. Residents were advised to expect the water to perhaps be “discolored” when it initially returned. The city estimated by 9 pm, there would be enough pressure returned to the water system for all to have water. Indeed, News 12 reported, only buildings adjacent to the break were without water service.

White Plains is the county seat for Westchester County, New York, which is also home to the cities New Rochelle and Yonkers which formed the epicenter of the COVID-19 outbreak in New York. Westchester lies directly to the north of New York City.

London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.

According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms. Oil price jumps as Rita heads to refineries

Oil, natural gas, and gasoline futures prices are all rising in anticipation of the Hurricane Rita landfall on Friday. The market price for crude oil is rising about 1% a day, while gasoline futures rose 5% both Wednesday and Thursday. Natural gas prices are also rising, with NYMEX Henry Hub price index showing an increase of over 3.5% on Thursday. Oil refineries in the path of the storm, despite the pressure exerted by rising oil prices, are expected to increase their prices which in turn will be reflected at the pump.

The price for crude oil is expected to reach US$68 a barrel after reaching the all-time high in the U.S. at $70.85 on Aug 30, in fear of the landing of Rita along the U.S. Gulf Coast. Along the Texas gulf coastline, whose key U.S. oil production facilities were largely untouched by the catastrophic Hurricane Katrina onslaught three weeks ago, production and distribution facilities have been battened down.

Rita was downgraded to a Category 3 storm Friday as it neared the coast. The storm, packing sustained winds of 125 mph, appears headed for the border between Texas and Louisiana. Hurricane force winds extend up to 60 miles from the center, according to the National Hurricane Center. The storm, currently, is the third-most intense hurricane ever recorded in the Atlantic, just behind Gilbert in 1988 and the 1935 Labor Day hurricane.

Regions of Texas near where the storm is expected to land is home to the biggest concentration of U.S. oil refineries, accounting for 26 percent of the nation’s total capacity. After Katrina made its landfall in Louisiana last month, four damaged refineries in Mississippi and Louisiana were shut down, crippling 5 percent of the US capacity. Eighteen of the 26 refineries in Texas are located on the Gulf of Mexico with a combined distillation capacity of 4 million barrels daily.

The National Weather Service has issued a flood watch for the Texas coastline, including Galveston, where the nation’s largest oil refinery belonging to Exxon Mobil Corp. is located.

“Some of those refineries in Texas, they’re at sea level. It’s a table top, it floods very easily, said Ed Silliere, vice president of risk management at Energy Merchant LLC in New York.

Plants have shut down as Rita advances. Shell Oil shut down its seventh-largest refinery in Deer Park, Texas. There is no date set for resuming production. Conoco Philips is shutting its Old Ocean, Texas, refinery. BP is pulling some workers from its Texas refinery and shutting parts of the fourth largest plants in US. Valero, the largest U.S. refiner, said it is closing its plants in Texas City and Houston, with the shutdown to be completed by midday Thursday.

The Organization of Petroleum Exporting Countries (OPEC) agreed at its meeting in Vienna on Tuesday to effectively suspend its quota system for the first time since 1991 Gulf War to relieve the rising oil price by pumping an estimated additional 2 million barrels of oil a day, which will begin at Oct 1 and last for 3 months.

The head of the U.S. Energy Information Administration (the statistical and analytical wing of the U.S. Department of Energy), Guy Caruso, criticized OPEC for constraining production to keep prices high after the 11-member oil cartel pledged to make available the additional 2 million barrels daily.

“Without question,” Caruso said Wednesday when asked during a Senate Commerce Committee hearing whether OPEC has contributed to soaring oil prices, “OPEC policy has been to constrain production and collude… Under the FTC definition of collusion and price-fixing, yes.”

According to OPEC, 62 percent in U.K., and 24 percent of fuel prices in the U.S. consist of taxes. Consuming nations have a responsibility to invest in refineries and to lower taxes if they want lower fuel prices, OPEC President Sheikh Ahmad Fahd al-Sabah said. He is the oil minister of Kuwait.
