According to Médecins Sans Frontières the health care system in Sierra Leone causes loss of life because the poor cannot afford medical treatment.The maternal death rate and the child mortality rate in Sierra Leone are the highest in the world.Experiences of Médecins Sans Frontières had shown that free care or low fees lead to a dramatic increase in the number of patients.Nonetheless the national health system of Sierra Leone demands payment for all treatment with simple consultations costing as much as 25 days of income.According to Action Against Hunger the number of children with acute malnutrition has reached almost twice the level of the WHO‘s emergency threshold of 2% in the Moyamba district of Sierra Leone.

The Los Angeles Times writes that Sierra Leone, in spite of decades of foreign aid, has not yet increased the standard of living of its people considerably and 60% of the public spending of Sierra Leone come from other governments and nonprofit organizations.Since 2002 the country received $1 billion in aid but the infant mortality rate is almost the highest in the world, lower than Angola but higher than Afghanistan. The newspaper further reports that the United Nations state that 1 in 8 Sierra Leonean women die giving birth, as compared to 1 in 4,800 in the United States and that life expectancy in Sierra Leone is merely 41 years while in Bangladesh life expectancy reaches 60 years.

The government of Sierra Leone had expressed its intend to abolish user fees for women and children with a new plan for a fairer health care system that was to be revealed on the Sierra Leone Investment and Donor Conference, which was held in London on November 18 and 19.

“The Sierra Leone government has publicly stated its commitment to abolish user fees, and the UK government and other donors have promised to help,” said Seco Gerard, advisor at Médecins Sans Frontières’s analysis and advocacy unit. “What is crucial now is that Sierra Leone actually receives the necessary funding and technical assistance to realise this objective. It is time that words are being followed up by concrete action. If not, people who could otherwise be saved will continue to die needlessly every day.”

The Telegraph reports that president Bai Koroma was also hoping to secure a significant increase in aid donations with his new health plan.While Germany declined to support president Bai Koroma’s “Agenda for Change” and urged to give more consideration to women’s welfare the country received support from the European Union, DFID, UNIPSIL, World Bank, IFAD and the African Development Bank. From the pledges of $850 million the government of Sierra Leone was hoping for only about $300 millions could be secured, with attached conditionalities concerning the use of funding.

In a presentation at the Ministry of Finance and Economic Development in Freetown the Unicef representative for Sierra Leone, Mr. Mahimbo Mdoe, expressed gratitude about a pledge of about $1.3 million conveyed by the Ambassador of Japan to Sierra Leone, His Excellency Mr. Keiichi Katakami, and about earlier donations to UNICEF-Sierra Leone in the past years, amounting to over $20 million.The intended application of the funding is the goal to half child and maternal mortality by 2010, to introduce a social health insurance scheme, to improve equipment and to train health professionals.

A U.S. District Court in Tarrant County, Texas, issued a summary judgment Thursday against Circuit City’s InterTAN Inc., requiring all 950 RadioShack stores in Canada to stop using the RadioShack brand in store signs, packaging, products and advertising after June 30.

RadioShack’s Canadian operations were spun off in 1986 to a new corporation, InterTAN Canada, which was purchased in 2004 by RadioShack’s major U.S. competitor, Circuit City. Shortly thereafter, RadioShack sued InterTAN, alleging it had violated the terms of their licensing agreement and seeking the right to terminate the contract early.

In a statement released following the judge’s ruling, RadioShack’s general counsel, Mark Hill, claimed: “The most important thing to us was to protect our brand position in Canada.”

Circuit City chairman and chief executive officer, W. Alan McCollough responded today in a press release seeking an appeal: “We respectfully believe the court has erred in the partial ruling entered yesterday and we will use every means of relief possible to exercise our rights under the agreements, including all appeal rights. The Company believes the positions taken by InterTAN are correct and believe InterTAN will ultimately prevail in the legal proceedings.”

On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Beaches—East York (Ward 32). Four candidates responded to Wikinews’ requests for an interview. This ward’s candidates include Donna Braniff, Alan Burke, Sandra Bussin (incumbent), William Gallos, John Greer, John Lewis, Erica Maier, Luca Mele, and Matt Williams.

In an attempt to speak with as many candidates as possible during the 2008 Canadian federal election, Wikinews has talked via email with John Kittredge. John is a candidate in Toronto, Ontario’s St. Paul riding, running under the Libertarian Party banner. Libertarians are a minor, registered political party; they are looking to earn their first ever seat in the House of Commons.

Incumbent Carolyn Bennett of the Liberals is running against Libertarian Kittridge, Conservative Heather Jewell, New Democrat Anita Agrawal, and Justin Erdman, a Green. Bennett was the Minister of Health under previous Prime Minister Paul Martin’s Liberal government. Since it was created in 1935, the riding has been batted about between the Liberals and the now defunct Progessive Conservative party.

US President George W. Bush says the so-called “surge” strategy in Iraq is working.

The President was speaking in Kuwait during one of several stops on a tour of the Middle East to build support for his administration’s efforts to stabilize Iraq and to contain Iran’s growing influence in the region.

President Bush said the United States’ change of strategy in Iraq has sharply reduced violence there and should allow the military to withdraw 20,000 troops on schedule by July this year.

After meeting with his top military commander in Iraq, General David Petraeus, and U.S. Ambassador to Iraq Ryan Crocker, Mr.Bush told reporters that hope is returning to Baghdad.

The president said he has made no decision on withdrawing more troops from Iraq. He said that will depend on recommendations by General Petraeus, who is due to report to Congress on that issue in March. A day earlier, the president told the NBC television network that U.S. troops could remain in Iraq for at least a decade.

Mr. Bush also called on Syria to cut what he called “the flow of terrorists” into Iraq. He accused Iran of supporting militias and extremist groups in Iraq, and urged it to stop.

Later, the president addressed a crowd of some 1,500 American troops at a U.S. military base in Kuwait.

“The history will say, it was when you were called upon, you served, and the service you rendered was absolutely necessary to defeat an enemy overseas so we do not have to face them here at home,” he said.

Mr.Bush said the troops were part of what he called “an ideological struggle” against “cold-blooded murderers” with a “hateful vision of a future.”

In his speech Bush said “Iraq is now a different place from one year ago,” and that “we [Americans] must do all we can to ensure that 2008 will bring even greater progress”

He said the best way to defeat an ideology of hate is with an ideology of hope, based on liberty.

“There is no doubt in my mind that we will succeed,” he said. “There is no doubt in my mind when history was written, the final page will say: Victory was achieved by the United States of America for the good of the world; that by doing the hard work now, we can look back and say, the United States of America is more secure, and generations of Americans will be able to live in peace.”

Kuwait is the most pro-U.S. country in the Arab world, but even so there is deep anxiety there about some U.S. policies in the Middle East. With a large Shi’ite population and a large U.S. troop presence, Kuwait is worried about the possibility of a U.S. military strike on Iran. The emirate has said it will not allow its territory to be used in such an attack. It is also concerned about a spillover of violence from neighboring Iraq.

After Kuwait, the president continues on to Bahrain, headquarters of the U.S. Navy’s Fifth Fleet. He will later visit the United Arab Emirates, Saudi Arabia and Egypt before returning to Washington next week.

At about 15:30 local time (1430 UTC) on Tuesday a fire was reported in the “Kiss & Fly” section of a parking structure at Stavanger Airport, Sola in Norway. The structure has over 3000 parking spaces; reports said more than half of those were filled. The airport was quickly closed to air traffic.

It was initially reported the fire started in an electric vehicle, but news broadcaster NRK later reported the fire started in a recalled 2005 Opel Zafira. The car was recalled after a similar fire in Cork, Ireland in August last year, causing damage to about 60 cars. Police said they questioned the car’s owner.

The fire produced heavy smoke, and local officials said there was danger the building might collapse. Nils-Erik Haagenrud of Rogaland Fire and Rescue said late on Tuesday no personnel would be sent into the building. Rogaland Fire and Rescue requested support and equipment from other fire departments. The airport and nearby hotel were both evacuated and local police warned people in the general vicinity to stay inside and close exterior vents and windows. Through Tuesday evening the fire was reduced and the order for a fire extinguisher robot from Oslo Fire and Rescue was canceled.

The airport closure also led to Norwegian Prime Minister Erna Solberg being stranded after a visit to the Johan Sverdrup oil field. Solberg posted on Twitter asking for places to eat for the seven hour drive from Stavanger to the capital of Oslo.

Reports as of Wednesday said an estimated two to three hundred vehicles had been damaged or destroyed, but no humans had been hurt.

By about 22:00 local time (2100 UTC) on Tuesday the flames were under control. Local firefighters planned to continue to monitor the situation and work to prevent further damage. It was also discovered the structure was built without sprinklers. Stavanger Airport, Sola was to open on Wednesday morning, but returning to normal service was expected to take longer. Affected travelers were advised to contact their airlines for rebooking.
