While nearly all coverage of the 2008 Presidential election has focused on the Democratic and Republican candidates, the race for the White House also includes independents and third party candidates. These parties represent a variety of views that may not be acknowledged by the major party platforms.
Wikinews has impartially reached out to these candidates, throughout the campaign. We now interview independent Presidential candidate Frank Moore, a performance artist.

*GRONINGEN*
Originating in the Netherlands in the 1800’s, the groningen breed came from Oldenburg horses that were bred to local draft breeds. In the 1970’s, the Groningen breed was almost completely overtaken by the Dutch Warmblood breed. the breed was restablished by using Oldenburg blood (to prevent inbreeding).
*GUANGXI*
Smaller than both the Lijiang and Jianchang, the Guangxi pony is found in the Yunnan Province and the Sichuan Province in the Guangxi Zhuang Autonomous Region within China. The smallest known Guangxi is 86 cm, with the average hieght about 100cm.
*HACKNEY*
Public roadways in Britain were improved with the development of the Hackney breed of horse. Known and used most for high tech carriage driving and riding, wealthy farmers in Britian were responsible for breeding the Hackney.
The Hackney breed originated in Norfolk, England, with the breeding of Norfolk Trotters with Thoroughbreds. The first Hackney was foaled in 1760.
As ships crossed the waters in the 1800’s, Hackneys and smaller ponies were being imported and exported.
As the roadway of Britain was improved, and it was not necessary for draft animals that could pull carts through deep ruts and potholes, the Hackney horses could be used to trot to market. often, farmers could be seen racing their horses to the market on the new, improved roads, and while riding the fast Hackney breed of horses.
In 1883, the Hackney Stud Book Society was formed to formalize breeding of Hackneys in England. In America and Britain during the 1880’s, the Hackney was the ultimate horse for driving.
*HAFLINGER*
Haflinger horses got their name from the village of Hafline, which is now located in Italy but was previously part of Austria before World War I. Haflinger originated in the mountains of Austrain Tyrol.
The Haflinger breed first came to North America in 1958, to Wadsworth, Illinois. The farm imported them to begin a breeding program with Lippizzan horses. Haflingers are imported from Austria, as well as Italy, Germany, England and Holland and there are now a number of Haflinger breeders within both the United States and Canada.
*HANOVERIAN*
A very noble looking horse, the Hanoverian breed is a warmblood with elgance, natural balance, and a rhythmic canter. They originated in Saxony, Germany, where there was once a horse-breeding industry that flourished for over 400 years. One of the most prominent riding horse breeds throughout the world, there are Hanoverian horses on all 5 continents.
Hanoverian horses are calm and level headed even in difficult situations. They allow the rider to drive them, and can be used for a number of different reasons.
The registry for Hanoverians was developed in 1978, for the purpose of promoting and preserving the breed. The American Hanoverian Society is an independent organization, but it has a close relationship with the inspection, licensing procedures, registration and educational activities of the German Hanoverian Breeders’ Society.
*HEQU*
A breed from the Qinghai Province of China, the Hequ is used as a draft and pack animal, and for racing and riding. The word “Hequ” means “river zig” and the breed was given this name because the horses were originally found along the Yellow River, at places where it “Zigs”.
Large numbers of horses were imported by the Tang dynasty emperor from western Asian countries. The Hequ were mixed with Mongolian stock at the time.
Mare Hequ’s can produce up to thirteen foals in a lifetime. Their native land is 11,000 feet in altitude, which means the temperatures are low and the climate is moist during summer.
Hequ horses are black, grey or brown, and come in three different types and sizes.
*HIGHLAND PONY*
With a carefully recorded history for many years, the Highland Pony is the truest British native type of horse, with proven pedigrees dating back to the 1880’s. Used as the universal work horse of Scotland two hundred years ago, the horses were about 15 hands at the time, atlhough the current Highland pony registry limits horses to a height limit of 14.2hands.
Queen Victoria was the first of the royal family to fall in love with the Highland Pony breed, and the current queen also has a personal interest in the breed.
Highland Ponies were improved in the 1890’s for agricultural work purposes. The Society did not limit or sectionalize the stud book, so interested breeders could breed from any registered pony in order to create horses for whatever purpose they chose. There are a wide range of size and type accepted for Highland Ponies due to the relaxed breeding. Most Highland Ponies are used for bone and substance, but are also used for riding and driving. Highland Ponies are often used to develop and improve other breed’s native intelligence and temperament.

Canadian community art group Visual Arts Brampton is looking for entries for its international entry mail art exhibit “Control”.
The exhibit’s entry information discusses the theme of the show: “Are you a control-freak, or more happy-go-lucky? What do you think of corporations’ control on the media and governments? Is your life quickly spinning out of control? Always hitting Ctrl-Alt-Del?”
The exhibition dates have yet to be scheduled, but the show will run in early 2006 at either the Fridge Front Gallery or upcoming World Art Gallery in Shoppers World Brampton, a mall in suburban Toronto.
While it prefers 4 x 6 inch artworks, VAB asks that entries are no larger than 6 x 6 inches. VAB’s address is “Snail Mail Central / 1 Bartley Bull Parkway, Suite 10 / Brampton ON / L6W 3T7”. Entries must be received by January 31, 2006.
This show will help Visual Arts Brampton to continue to build up a reputation in the mail art world. The non-profit community art group is in the process of opening up the World Art Gallery, which will be the first permanent display space to solely exhibit mail art. Over the past few years, the club has organized three general no theme exhibits, and “SAT: An Exhibit of Chairs”, which is running currently.

Alan Greenspan, Chairman of the Federal Reserve has suggested that there will be more of the same in coming months from the Fed. In his speech during testimony before the U.S. Senate Banking Committee on Wednesday, Mr. Greenspan noted that the economic fundamentals of the U.S. appeared to be stable. On Thursday, Greenspan spoke before the U.S. House Committee on Financial Services and when faced with questions regarding Social Security reform issues, he hinted that he was in favour of partial privatization of Social Security – but the general consensus on Wall Street is to expect more of the same.
However, economic advisors were somewhat disappointed that most of the testimony in both speechs was focused on the upcoming Social Security reform and did not address monetary policy as broadly as they’d hoped. Mike Moran, chief economist at Daiwa Securities America Inc, is quoted in the Investors Business Daily as saying “Chairman Greenspan provided few explicit insights into his plans for monetary policy.”
Greenspan reiterated his concerns about market reactions to the burgeoning federal deficit. “We are not sure to what extent and how much the market will respond,” he said.
Parsing Greenspan’s reports to Congress is a Wall Street obsession, but the general consensus from his recent testimony is to expect little change in the current Fed policy. Economists expect “measured” hikes to the central bank’s short-term interest rates from the next few meetings of Fed policy-makers.
“In my view the bottom line is that we are in for more of the same,” said Steve Stanley, chief economist at RBS Greenwich Capital to the Associated Press.

The new British coalition government has warned local authorities in the United Kingdom not to provide tax breaks to branches of the Church of Scientology. After an investigation by The Guardian newspaper revealed that several local authorities have granted Scientology tax breaks worth over a million pounds, Secretary of State for Communities and Local Government Eric Pickles intervened to urge councils to end the practice.
Pickles noted in a statement that Scientology was not officially recognised in the UK as a religion or a registered charity and was not eligible for tax relief. Pickles commented, “I do not believe the majority of the public would want their own council to be giving special tax breaks to such a controversial organisation.”

The minister’s intervention followed the disclosure by The Guardian that at least four local authorities have given Scientology lucrative tax discounts on branches in their areas. These included:
Camden London Borough Council refused to disclose whether and how much tax relief had been granted to the Scientology branch in the London Borough of Camden. Other local authorities, including Manchester City Council and Mid Sussex District Council, said that they charged Scientology the full commercial rate.
In response to The Guardian report, Eric Pickles issued a statement saying that Scientology should not receive privileged tax status and did not deserve to do so, “Tolerance and freedom of expression are important British values, but this does not mean that the likes of Church of Scientology deserve favoured tax treatment over and above other business premises. The Church of Scientology is not a registered charity, since the Charity Commission has ruled that it does not provide a public benefit. Nor are its premises a recognised place of worship. Councils may award charitable relief. They should take into consideration the Charity Commission’s rulings when weighing up whether to do so. I do not believe the majority of the public would want their own council to be giving special tax breaks to such a controversial organisation.”

The controversy was the latest in a series of disputes involving Scientology’s tax status in the UK. Scientology is not officially recognised as a religion. The Charity Commission for England and Wales rejected an application in 1999 by Scientology for charitable status, ruling that its activities did not meet the “public benefit” test. However, in 2000 Scientology obtained exemption from Value Added Tax (VAT) on the grounds that its services were educational and non-profitable. It successfully sued HM Revenue and Customs for the return of £8 million in overpaid VAT.
A spokesman for the Church of Scientology told The Guardian, “Scientology is very popular with those who have visited our churches, met with Scientologists and observed or utilised our numerous community activities that effectively address drug abuse, illiteracy, declining moral values, human rights violations, criminality and more. Local council authorities, government bodies in this country and many others, and the European court of human rights have all recognised the religious nature of Scientology or the fact that Scientologists are actively helping those in their communities as a direct reflection of their religious beliefs.”
Birmingham City Council told the local Sunday Mercury newspaper, “We have noted Mr Pickles’ comments and will take them on board.”

Police in Amery, Wisconsin say that they have arrested a 39-year-old former teacher’s aide that used to work for Amery School District, charged with having sex with one of her 16-year-old students. Brenda K. Baillargeon, if found guilty, will face more than six years in prison and a possible fine of not more than $10,000.
Brenda K. Baillargeon now faces 3 counts of sexual assault of a student by school staff and 2 counts of child enticement with sexual contact. According to a complaint filed Thursday in Polk County Circuit Court, Baillargeon first had sexual intercourse with the alleged victim sometime between May 19 and May 29 at a lake cabin. They also allegedly had sexual intercourse on August 2 at the teen’s home while his mother was away and on or about Sept. 30 at the home of the accused. The alleged victim’s mother contacted authorities after her son confessed the activity to her Nov. 13, according to the complaint.
School representatives from the Amery School District would like to let people know that students are safe at school.

London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.
According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms. It, along with the adjacent Village Services Centre, is designed to be converted into a school after the games conclude. Rooms have been structured as a gym, an auditorium, and science laboratories.
Gym equipment is supplied by Technogym, an Italian firm that has supplied gym equipment for the Olympics since 2000. Equipment has been provided not just for for the Fitness Centre, but for gyms at all the Olympic venues. The newest equipment is oriented toward maximum flexibility, allowing athletes to exercise the particular muscles that they most require for their sport.
In addition to the equipment, the Fitness Centre also provides instructors trained in the use of the equipment, the likes of which athletes from many countries have never seen before. There are also a number of instructors available to provide motivational training.
